Eco-tourism and cultural tourism are niche markets which can attract a different segment of travelers and provide new opportunities for the aviation industry.

The government of Uruguay has been proactive in promoting aviation development through liberalized policies and incentives. These include negotiations on bilateral air service agreements to increase the number of direct flights from European countries and North America, with an emphasis on tourism and export-oriented growth.
